These are out of copyright and in the Public Domain. So you are free to alter them as you wish. This is the first time the general public has access to original librettos for the theatrical works of Victor Herbert. They were created by various authors including Harry Bache Smith, Henry Blossom, Rida Johnson Young, Fred DeGresac and numerous others.
